The Environment Agency has a great service which can help you decide whether it's going to be safe to row.
This link will take you to an EA page showing the exact level of the River Tyne at Hexham. It'll tell you the level now, and what it's predicted to be over the next 36 hours.
If the level is 31.5 metres or over, the water is up to or spilling over the top landing, and therefore unsafe to boat. Click on the dotted line and the service will predict what the level will be for the next day and a half.
